What is the difference between planning department and building department?

The planning department reviews what is being built — things like zoning, land use, and property setbacks. The building department reviews how it is being built — structural, electrical, plumbing, and life-safety code compliance. For smaller residential projects, the planning department typically isn't involved, or it reviews the project in parallel with the building department. On larger projects — especially those that expand a home's existing footprint — the planning department must review and approve the project before the building department begins its review. ADUs are an exception. California law creates a specific carveout for Accessory Dwelling Units (ADUs), allowing for expedited, streamlined review that bypasses much of the standard planning-department approval process.
